The California Surface Water Treatment Rule applies to public drinking water systems that treat and serve surface water or groundwater under the direct influence of surface water. This regulation's 15-Minute Rule requires monitoring systems to record disinfectant levels around the clock.
On top of that, monitoring and recording must be physically located on site. Off-site and cloud-based monitoring systems do not meet these requirements. Public water systems with surface water sources are required to have on-site observability system, ready to display historical disinfectant levels with at least 15-minutes of resolution.
